In 2015 eBay spun off PayPal as an independent publicly traded company, ending an operating agreement that had made eBay its largest single source of volume. The company is incorporated in Delaware and headquartered in San Jose, California.

Merchants integrate PayPal through APIs or hosted checkout pages and pay a transaction fee typically composed of a fixed component plus a percentage of the payment value, with cross-border and currency-conversion surcharges layered on international flows. Consumers fund payments from linked bank accounts, debit or credit cards, or stored PayPal balances, with funding mix directly affecting unit economics because card-funded transactions carry higher interchange costs. Competitive position rests on two-sided network scale, buyer and seller protection programs, and ubiquity across online merchants. Principal rivals include Stripe and Adyen in unbranded processing, Apple and Shop Pay in wallets, and Block's Cash App against Venmo. International markets contribute a meaningful share of revenue.
